摘要：
在城市管理实例中，往往不乏有这样的例子：市长亲自过问和处理行政层次问题，并带来层次管理危机。一般而言，市长运用其权威和支配城市各种资源权力，去解决下一层次的问题，确能收到快速和便捷之效。但势必要使市长的本职工作遭受较大影响，层次不作为情况更为严重，行政管理更加无序，最终会降低城市管理的效率和效益。

On Mayor's Trans-Hierarchy Interference Behavior
Abstract:
There are not a few municipal administration cases, in which mayors directly handle administrative issues of all levels thus resulting in trans-hierarchy administrative crisis. Generally, mayors employ their authorities and the power to control all sorts of urban resources to resolve subordinate problems with prompt and convenient effect. However, such trans-hierarchy interference behaviors will definitely have a negative effect on mayors' own duties, lead to severe administrative inaction and disorderly administrative management and will finally lower the efficiency and effectiveness of municipal administration.

这是一篇学校管理系的老师发表的论文，在国内管理界提出了自己的新观念，尤其提出了一个新的名词：层次干预行为。根据自己对管理学的学习，这里的层次应该是指行政的上下级关系，有两个词可用，一个是管理学中的管理层级(administrative levels)，另一个是马斯洛的需求层次论的层(Maslow-Hierarchy of Needs)。领导者的管理可以自上而下，因此在这里造成行政管理问题的应是越级管理，翻译为Trans-Hierarchy比较合适，因有一种上下级关系的内涵。
行政不作为在国内提过多次，但网络及媒体的宣传中却极少看到英译，搜索了一下，有几种翻译，一种是我认为比较权威的地道的inaction，一种是failure to……，还有一种翻译为administrative forbearance，是在一个日本网站上找到的，从国情的角度来看，这里的forbearance可能不含有违规的意味，而更多是一种自制，所以使用第一种译法。
