摘 要：战略思考的本意是指京杭运河江苏段的渠化应以未来为基础，为赢得持久的竞争优势而做出的事关全局的重大策划和谋略，以防止在治理京杭运河江苏段的过程中出现见木不见林的战略偏见与短视。京杭运河江苏段具有多种功能和用途，因而，渠化的中心内容是其资源的合理利用与有效保护。

Abstract:
The original idea of strategic thinking means that the canalization of the Grand Canal (Jiangshu section) should be based on its future, and that the crucial planning and ruses are to be made for winning a sustainable competitive advantage in order to prevent biased-strategic planning and myopia without long-term development in the process of the section's improvement. The canal's section in Jiangsu Province has multiple functions and numerous applications, thus the key part of canalization lies in the reasonable exploitation and effective protection of its resources.
